Legal Prostitution, Part 2
That is, there is no recognition that much of prostitution is "oral only", and doesn't need a "lie-down bed". Typically, oral only prostitution is located on daily commuter routes and does most of its business from 3pm to 8pm on weekdays.
The way for this to become safe and legal, is to set up something like a fast-food restaurant for oral only prostitution, just off the main commuter routes.
First what is needed is a parking lot, then the customer would exit their vehicle, to peruse a "stable" of prostitutes in a clear plexiglass waiting area, each of whom has an assigned number. Then the customer would approach a cashier window, select a prostitute's number and pay for their services.
The prostitute would be paged, then approach the customer at the cashiers window, and audibly agree to the service with this given customer. The prostitute is then issued a condom from the cashier. Then the cashier tells the prostitute and the customer a "booth" number, and opens the electronic door for them to enter that booth.
Both enter together, and both leave together. If either has a complaint, it must be registered *then*, at the cashiers window, where it is video recorded. There is a panic button in each of the booths.
Prostitutes are drug and venereal disease tested periodically, the money they earn has taxes deducted automatically and is direct-deposited in their bank account. A few security personnel on site guarantee that there will be no violence, theft or other crime.
Prostitutes are licensed and bonded, and can lose their license for several reasons. Optimally, they are unionized to set prices, have health benefits, etc.; but they are paid purely by customer commission.
